Heather A. Cunningham

Executive Director

Heather A. Cunningham is the Executive Director of Owners’ Counsel of America. Heather was a successful litigator with a 25 year career in eminent domain law, primarily with Davison, Copple, Copple & Copple in Boise, Idaho, and later with Schwabe, Williamson & Wyatt’s Seattle office.  Heather served on the initial OCA Board, and was the Idaho primary member of OCA and later the Washington primary member before becoming an Emeritus Member in 2021. Heather left the practice of law in late 2020 to serve as the Executive Director for the Idaho Council on Domestic Violence & Victim Assistance, administering federal grants to victim service providers throughout Idaho.  Heather’s service as OCA’s Executive Director began January 1, 2024.

Darius Dynkowski is a partner at Butzel Long in Detroit, Michigan.  He has handled cases on behalf of property owners in both state and federal courts since 1996.  He serves as OCA’s Primary Member from Michigan, and is currently serving as Chair of the OCA Board of Directors.

Dan Manning is a partner at Peddicord Lillis in Des Moines, Iowa.  He has been representing property owners in eminent domain matters for over 30 years.  Mr. Manning currently serves as the Vice-Chair of the OCA Board of Directors.
